In Tokyo 23Ku Seifuku-Wars the player controls a youngs high school student that will be helped by a couple of girls (called Ray & Luna) and during his journey around town they will encounter other group of girls that will fight againts them.

The gameplay is the usual adventure game in which the game advance through a lot of conversations with different characters and a battle system in which the player choose what member of his party will fight each round and the battle results depend of the characters stats.

The battle system is in third person perspective and the adventure part in first person perspective. The game features voices for most of the characters.
