Sony Interactive Studios' (renamed 989 Studios in 1998) third college football game for the PlayStation uses the same 3D engine as found in NFL GameDay 99, complete with TV-style camera angles, refined player graphics (now reflecting both height and weight), and 112 NCAA Division I-A teams with accurately modeled stadiums.
In addition, field conditions will affect players' uniforms, meaning jerseys become muddy or show grass stains as the game progresses. Legendary broadcaster Keith Jackson has also been brought on to provide the play-by-play. Gamers are free to choose from one the following modes: Scrimmage (single-game matchup between two teams of your choice); Fantasy League (games are based on points received from certain milestones or accomplishments); Tournament (embark on a series of games in an effort to reach the National Championship); and Bowl Season (where bowl game eligibility depends on your team's overall ranking in the polls).
A new Blue Chip Recruiting Mode will let you build a dynasty as you nurture your freshmen into star-caliber seniors. This option allows you to select a recruiting team, review its strengths and choose a playbook to help target a specific position. Then you can select a blue chip recruit and "invite" him to an official visit. Depending on his overall ability, he may elect to sign with another school! If the recruits do decide on your program, they will be automatically placed on your roster and assigned a jersey number.
In addition to the Total Control Passing, which allows you to lead receivers, NCAA GameBreaker 99 features a "Pummel Button" to deliver devastating tackles. The game also includes 2,200 different plays based on actual 1998-99 college playbooks from Division I-A teams, and you can even create, delete or customize plays for your own team's playbook! As with others in the series, statistical tracking and season progress can be saved to memory card. Rounding out the package are 18 bowl games, 50 teams from the past and Dual Shock Analog Controller support to let you feel the crushing hits.
